Champagne Durden and Jessica Johnson Affirmative Constructive The resolution this year states: The United States federal government should establish a policy substantially increasing the number of persons serving in one or more of the following national service programs: Ameri corps, Senior Corps, Peace Corps, Learn & Serve America, Armed Forces. Our plan is to substantially increase the number of persons serving in the Armed Forces by adopting the Military Readiness Enhancement Act (MREA). “Don’t Ask, Don’t Tell, Don’t Pursue, Don’t Harass” – the current U.S. policy on gays in the military – is the only law in the country that forces people to be dishonest about their personal lives or be fired or possibly imprisoned. In addition to being fundamentally wrong, this policy actually hurts military readiness and national security while putting American soldiers fighting overseas at risk.
H.R. 1059, the bipartisan Military Readiness Enhancement Act, was introduced in the House of Representatives by Rep. Marty Meehan (D-MA). A CNN/USA Today/Gallup poll asked respondents, “do you think people who are openly gay or homosexual should –or should not – be allowed to serve in the U.S. military?” and found that 79 percent of all Americans believe that gays and lesbians should be allowed to serve openly. http://www.military-education.org/resources/index.html There is a great amount of need for our plan to be put into effect. 1) Don’t Ask, Don’t Tell costs the federal government a great deal of money. Under "Don't Ask, Don't Tell," more than 10,000 Americans serving the country in the military have been expelled for homosexuality. A new study sponsored by the University of California has found that in the period from 1994 to 2003, the cost of discharging and replacing gay service members was at least $363.8 million. In an earlier article on Don’t Ask, Don’t Tell, I focused on one particular expressive harm that the policy imposes upon gay soldiers- the requirement that they proclaim a false straight identity to the world, either by remaining silent in the face of a persistent “heterosexual presumption” or by actively claiming a heterosexual identity as the only realistic method of complying with the policy. This dynamic implicates the First Amendment in its role as a protector of individual autonomy, violating the principle that government may not invade the “individual freedom of mind” by compelling a person to affirm a false identity, faith, or belief. 4) By discharging homosexuals it endangers national security. The military discharges linguists when they are vitally needed to prevail in the war on terror. Charles Pena, (Sr. Fellow, Coalition for a Realistic Foreign Policy), ORBIS, Sept. 06, 303 . The military’s policies may hinder the ability to train qualified linguists, as well. Over a two-year period, thirty-seven linguists from the Institute were discharged from the military for being gay under the “don’t ask, don’t tell” policy. 5) People are using the Don’t Ask Don’t Tell policy as a means of dropping out of the armed forces. “Overall, the number of soldiers facing discharge under the policy has dropped steadily……the vast majority of those 787 cases involved “statement cases” – meaning the service member went to his or her commander and self-disclosed his or her sexual preference for the very purpose of securing an early discharge from the military. Under normal circumstances military personnel cannot leave the military until the term of their enlistment is up, even though many would like to leave early. For normal service members, leaving early would result in a dishonorable discharge, stripping them of all retirement benefits and placing a black mark on their military service record. Persons discharged under Don’t Ask Don’t Tell, however, receive an honorable discharge. Accordingly, disclosing one’s homosexual preference to the commanding officer constitutes a “get out of jail free” card for people who decide that military service is not for them. It does not allow homosexuals to serve openly in the Armed Forces. Our plan will work because 1. We will be repealing the 1993 policy concerning homosexuality in the armed forces. 2. We are establishing a policy of nondiscrimination based on orientation in the armed forces and people seeking to become members of the armed forces. 3. Homosexuals who have been discharged may now regain there positions back if they choose. Our plan will solve all the problems because it will increase the number of persons serving which is currently dropping due to the DADT policy, and it will stop the discrimination of homosexuals serving in the military. This bill is much more than a non-discrimination bill. It is a bill that would protect national security and strengthen our military, while saving taxpayers and our armed forces millions of dollars and countless hours that could be put to better use. We need to adopt this act.
I wanted to bring up a question that one of the judges of Champagne's plan brought up to me. He wondered if the affirmative's need had to be topical. In other words, could the affirmative team's plan introduce a problem that they were going to address that didn't have anything to do with the resolution. In Champagne's plan one of her needs focused on dicrimination, but the resolution has to deal with increasing the number of people serving. I responded that it seemed ok to me although the plan would have to solve that specific need by increasing the number of people serving. Thoughts?

The United States federal government should increase the number of Peace Corps volunteers serving in and providing sustainable Agriculture.The case argues that there are more than 800 million people suffering from hunger and hunger related causes. As the demand for proper nutrition in developing countries around the world goes unmet millions of people, majority of which are children, are dying. (United Nations World Food Programme.) The current total number of Peace Corps volunteers is 7,800; half of the 14,000 that Bush hoped for by this year in 2002. The lack of volunteers to meet the international demand is purely due to the lack of funding. There is a significant need for an increase in funding for Peace Corps agricultural programs.
Without agriculture programs teaching food security many other problems arise other than the obvious food insecurity. It has been proven that International Hunger shares a cause and effect relationship with HIV and AIDS.
>In addition to that, the worst problem is the fact that the drugs given to AIDS patients rely on good nutrition. If the patient does not have food in the stomach, they tend to suffer in great pain and nausea. In a case study reported in the British Journal hungry people are six times more likely to die when going on AIDS medication than those with good nutrition. (Going Hungry with Aids.CBS News. Nov 12, 2006.)As stated before AIDS shares responsibility in food insecurity however a vicious cycle is created because with out food AIDS is not being taken care of by the proper methods designed.
The current level of funding cannot meet the demands of the Peace Corps. Budgetary constraints limit amount of selected applicants and leave many countries on a waiting list for volunteers.

Many more Americans want to serve than there are opportunities. This year only 36 percent of the people who applied to the Peace Corps were accepted. Over 182,000 volunteers have served in the Peace Corps since the beginning, but many more qualified applicants applied and were not able to serve because of inadequate funds. Currently congress supplies the Peace Corps with $319 million a year. In February 2006, President Bush proposed to increase the Peace Corps budget to $337 million a year which would allow the Peace Corps to gradually expand the number of volunteers to 7,900 and open two new posts.
On top of that, Congress supplies Peace Corps with funding far below the Presidents requested levels.
Workability
Passing the Peace Corps Charter for the 21st Century Act as a law is the best way to gain the funding required for Peace Corps to increase volunteers.
The act as law will require that Congress supply Peace Corps with needed funding.
SEC. 11. AUTHORIZATION OF APPROPRIATIONS.
(a) IN GENERAL.—Section 3(b)(1) of the Peace Corps Act (22 U.S.C. 2502(b)(1)) is amended—

Advantage
It is essential for the Peace Corps to strengthen because the Peace Corps is the best resource for addressing and eventually eliminating the tribulations that are prominent in undeveloped countries.
A. The Peace Corps does not just fix problems such as famine but it provides long-term results that leave those they are helping with the tools and knowledge for future success.
B. There is no reason for the Peace Corps to be denied the right to expand. Expanding the number of volunteers does not harm the US rather it benefits the country. This is done by helping us achieve a greater understanding of America abroad, in acting in places where there are people who are unfamiliar with or hostile to American values.

While volunteers are currently serving in 71 nations, Peace Corps has reported as many as 20 additional countries are requesting volunteers. In this time when freedom is threatened at home and abroad, it is worth harkening back to Peace Corps's founding and then having our country make the difficult but necessary commitment to reinvigorate this "best face of America." Advancing a positive image of the United States will aid relations with other nations enhancing security.
when i faced hingham they mainly attacked our need. They stated that the money component should have been put in the advantages section. they also kept saying that the debate is not about whether or not homosexuals are better warriors than heterosexual warriors. they also stated that sexuality is not a problem in the armed forces and when asked why the don't ask don't tell policy exists they worked completly around it. They also stated that we gave no evidence for certain claims that we made. I replied with the fact that it is not the affirmatives job to hand over evidence. If then negatives would like to challenge a statement we have made it is their job to ask for evidence and that is why they ask for the plan in the begining of the debate. The negatives did a good job of being consistent and i thought we might have a chance of losing.
When I faced West Bridgewater I felt extremly bad for them. They were unprepared and didn't know anything about debate. I really didn't want to debate them. During the debate a rule was broken. One of the negatives was basically giving a constructive during his cross-ex. They tried to attack our need also. They also tried to attack our inherency stating that the don't ask don't tell policy was not blocking our plan. I came back and stated that the Military Readiness Enhancement Act allows homosexuals to serve openly in the armed forces and with the don't ask don't tell plan in place that is not possible because any and all persons that state that they are homosexual get discharged. Another thing they mentioned was that people will not feel comfortable knowing that the person next to them has feelings for the same sex. we brought up the point that americans that are serving now are serving with openly gay people from other countries in iraq and there hasn't been any problems yet. um...thats it for now
We Lost to Bishop Connoly. They were okay. During the entire debate they focused mostly on the national debt. They're contructives were not long. During them they briefly attacked our solvency our topicality and the fact that Peace Corps puts volunteers in danger. They did not attack all stock issues and only pressed on those two. They focused only on the debt and quickly ventured off the stock issues, however they apparently brought them up long enough to win.
We definitely need to learn to argue our stock issues harder and work out some bugs...if anyone finds some more of those "bugs" I’d more than appreciative to accept some positive critiquing, Thanks.

Champagne, this might be more effective if the need argument itself focused on the cost. Instead of stating that there is a great need for change, you should be specific about what the problem is. You stated very clearly below that that the problem is cost. That should be in the need claim itself then. Know what I mean?

If the army says u can serve if you're gay as long as no one ever finds out about it, the average solider translates this to mean that being gay is definitely wrong. The affirmative plan is too substantially increase the number of people serving in AmeriCorps by 40%. It will be voluntary for newly graduated future teachers to serve in AmeriCorps’ nonprofit organization, Teach for America (TFA).
Need
· Observation- There is a shortage of teachers in the poorer cities.
Evidence - Ministry officials admitted that the huge gap between urban and rural education has been holding back the development of the countryside, and low pay and poor working conditions have resulted in a serious shortage of qualified teachers in poor areas.
Evidence- Currently, a large number of temporary teachers work at rural schools. Ministry figures show that at least 500,000 teachers who do not have certificates taught at primary and middle rural schools in 2004, accounting for 10 percent of the total rural teachers.
Evidence - In urban districts, close to 50 percent of newcomers flee the profession during their first five years of teaching.

· Observation- The new teachers are not qualified teacher, lack of academic achievement, and/or flunked the teacher’s state test.
Evidence- Department of Education figures show that about one in four high school math teachers and one in five high school science teachers lack a major or minor in their fields.
· Observation- Poor and minority students are much less likely than other students to have teachers with a college major in the subject they're teaching. Better teachers tend to migrate to more affluent schools. They lack of attention to these realities and their consequences for poor students.

Workability/Solvency
Currently, there is an average of 3500 members in TFA. It costs an average of $10,000 per member. Our plan will substantially increase the number of members by 40%. 40% would be about 1400 more members. The 1400 members can reach up to 119,000 students, because one member helps about 85 students. The expenses for 1400 members it will cost up too $14,000,000 million. Teach for America’s budget is 50 million this year, so $8.75million is only 5.7% of the $50 million.
Teach for America is supported by private contributions from corporations, foundations, and individuals, as well as by local, state, and federal public funding. Teach for America will recruit newly graduated future teachers to teach in urban and rural public schools in our nation’s lowest-income communities and became life long leaders for expanding educational opportunity. Teach for America will place members in 25 regions across the country. As part of their training, Teach for America participants also work in teams to teach four weeks of a class for summer school students. Advantages
The effect of this plan will turn out positive. The teachers will learn to control the classroom, act professional, focus on right goals and won’t lack subject of knowledge.
Observation: Before the beginning of the academic year, the students were randomly assigned into classes taught either by Teach for America teachers or into control group classes taught by teachers who had not participated in Teach for America. Teach for America teachers in the study had better academic credentials than their control group counterparts (70% graduated from highly-competitive colleges, as opposed to only 6% of the control teachers), but had significantly lower rates of certification than control group teachers (64% vs. 29%).

Evidence: the 1st year of the TFA members taught, they made an impact on the student achievement by 27%. And in their 2nd year they made an impact on student achievement by 41%.
One volunteer who came to Baltimore, and he went into a very tough school under Teach for America. When he came in the reading levels were at 23%. When he walked out, after he had had finished his AmeriCorps commitment, those kids were reading in the 71 percentile, a 50% improvement. That young man changed those kids' lives. Why should the MREA policy be enacted? Obviously the intention of it is to increase the number of persons serving, but what is the advantage to repealing the Don't Ask, Don't Tell, Don't Harass policy that makes it the best course of action? Is the strong point trying to be made that it is wrong to discriminate?
If service members aren't permitted to openly express their religious beliefs then why should they be permitted to express their homosexual preferances?
If male service members and female service members are segregated then why wouldn't homosexual service members be segregated also?

You did not define your terms that go to the resolution and I dont see how you are creating a policy which you are suppose to be doing.

this would not convice people to want to become teachers instead they would want to join another profession. I think that you inherent barrier is working against you instead of working for you. I would highly suggest that you change you inhert barrier.
overr all your plan is good you just need to fill in the blanks. but I really like your ideas that you have and it seems like it could work.
Currently, there is an average of 3500 members in TFA. It costs an average of $10,000 per member. Our plan will substantially increase the number of members by 40%. 40% would be about 1400 more members. The 1400 members can reach up to 119,000 students, because one member helps about 85 students. The expenses for 1400 members it will cost up too $14,000,000 million. Teach for America’s budget is 50 million this year, so $8.75million is only 5.7% of the $50 million.
There is no topicality section. The terms are not defined leaving all of the definitions to be questioned. I would highly reccommend that you include defintions that favor your plan because otherwise, the negative can only assume they mean something in favor of their arguments, and not yours.
Need:
Evidence- Currently, a large number of temporary teachers work at rural schools. Ministry figures show that at least 500,000 teachers who do not have certificates taught at primary and middle rural schools in 2004, accounting for 10 percent of the total rural teachers.
^ I dont see this relevency to your plan. If you simply state a position and give evidence to it, you then have to explain why it is important.
Evidence - In urban districts, close to 50 percent of newcomers flee the profession during their first five years of teaching.
^ This is not showing a lack in teachers because it's saying that 1/2 of the teachers who start teaching leave during their first five years, but this doesnt show that there is a lack of teachers working. For example, if there were a teacher who began teaching in 2000 and then quit in 2002, there would be another teacher starting in 2002 and quitting in 2004 and so on and so forth.
Observation- The new teachers are not qualified teacher, lack of academic achievement, and/or flunked the teacher’s state test.
Evidence- Department of Education figures show that about one in four high school math teachers and one in five high school science teachers lack a major or minor in their fields.
^ Your observation does not directly connect with your evidence. Your evidence simply states that a certain amount of teachers lack a major, however, it does not say that they failed their exams because you can't be a certified teacher without passing.
Observation- Poor and minority students are much less likely than other students to have teachers with a college major in the subject they're teaching. Better teachers tend to migrate to more affluent schools. They lack of attention to these realities and their consequences for poor students.
^ there is no evidence to this observation and it doesn't seem to make sense.
Inherency:
Technically, your inherent barrier is not valid because it only says that the job is frustrating and therefore there is a shortage. However, there is an increasing job flow in doctors, lawyers, etc., all jobs of which are equally if not more stressfull. This argument doesn't make sense. Just because a job is stressfull, it does not mean that the job will not be taken up, which does not justify the barrier. Also, the barrier must be a law or the will of the people. If you're going to use an attitudinal barrier, make sure you say "my inherent barrier is attitudinal" and THEN give your evidence.
Workability:
With an increase in personell, you need an increase in funding. However, your plan does not mention this at all. Nor does it point out where specifically the money will go and how the teachers would get located, etc.
on Champagne's plan. how accurate is the survey on the 79% of Americans feeling gays should be able to serve in the military if only 1004 people were interviewed. how do u know that this repealing of don't ask don't tell will lead to a direct increase in the number of members in the armed forces. watch out for the quote that says 90% of people who leave under don't ask don't tell aren't actually leaving cause they are gay they are just using it as a way out, therefore they will leave anyways.
going off of justin's post. It's true, by eliminating dont ask dont tell and adopting another policy to allow homosexuals to serve openly in the military you are not making a guarantee in increase. actually, it wouldn't necessarily be an increase because you are simply decreasing the number of persons leaving the military not an increase in the number of persons comming in, as implied. Plus, it could actually decrease the number of persons serving who are homophobes.
If the need is 800 million people starving, then how will these people make an impact?
Is it worth the cost of having these volunteers contribute their small part, when the need could be solved much more effectively by using the funds to directly provide food for those whom are starving?
Where would the funds be taken from for this Peace Corps Charter?(It has to be allocated from somewhere, Congress cannot just make it appear)
How will this increase in funding guarantee an increase in the number of persons serving?
The main suggestion that I have for any "Don't Ask, Don't Tell" plan is to watch your topicality. Justin and I went up against a team from Hingham who also had a plan based on the "Don't Ask, Don't Tell" policy. We won this debate on a quote i found which stated that nearly 90% of all people who are discharged, just used the excuse of sexuality to leave the Armed Forces. This bring up that the plan may not "substantially" increase the number of peosons serving because in addition to this quote I also found a quote that stated that "substantial" means "20% of more". If I were you I would prepare for an argument aginst that.
Being a negative, the argument that I would argue the most against Aliceyanna And Brianna's plan would be the national budget deficet disadvantage. Its a strong argument and there is PLENTY of information on it. As our country is in a billion nearly trillion dollar deficet, we can not possibly afford any new programs. For your plan I would work on a new way to possibly cut down on funding, and fund it through tax dollars perhaps? Good Luck!

Resolved: The United States federal government should establish a policy substantially increasing the number of persons serving in one or more of the following national service programs: AmeriCorps, Citizen Corps, Senior Corps, Peace Corps, Learn and Serve America, Armed Forces.
Plan: The United States federal government will substantially increase the number of persons serving in the Armed Forces by bringing NASA into the Air Force in order to create a plan to eliminate the chances of getting hit by Apophis, an asteroid estimated by NASA to hit in the year 2036. Our plan will also bring DARPA into the picture by linking them in with NASA and the Air Force to help with their plan.
Our plan is needed because there is a significant threat that we will be hit with an asteroid called Apophis, and when it hits, the impact will be equivalent to 1480 megatons of TNT, which is clearly a substantial problem.
“On Thursday, December 23, scientists announced that a space rock named 2004 MN4, or Apophis, had about a 1-in-300 chance of striking Earth on April 13, 2029. What this is saying, is the risk of the asteroid hitting continuously increased.
“However, initial observations indicated a relatively large probability that it would strike the Earth in 2029. Additional observations provided improved predictions that eliminated the possibility of an impact on Earth or the Moon in 2029. However there remained a possibility that during the 2029 close encounter with Earth, Apophis would pass through a "gravitational keyhole", a precise region in space no more than about 400 meters across, that would set up a future impact on April 13, 2036. This possibility kept the asteroid at Level 1 on the Torino impact hazard scale until August 2006.”
This is saying the chances of Apophis hitting in 2029 are close to none. However, if this asteroid goes through the proposed “gravitational keyhole” it could be catastrophic.

The Barringer Crater which was only roughly 10 megatons is a 35 mile crater. Imagine what 1480 megatons of TNT could do. This is not something that we can risk, which is why our plan is necessary.

There is also a high need for our plan because time is running out. After we hit a certain time, there will virtually be no time left to construct a plan in order to prepare ourselves or potentially eliminate the possibility of the Earth getting hit.

Our plan, in a sense, would not be wasting any money because either way, the United States- as well as the rest of the world, needs to conduct a plan in order to prepare ourselves for a case like this because it will happen.

The workability for this plan is joining NASA and the Armed Forces together to eliminate the chances of being hit by Apophis. DARPA will also be teaming up with the two other organizations to create new technology to diminish the problem.

Our plan is solving the problem presented because by combining NASA with the Air Force and bringing in the help of DARPA, we are essentially abolishing Apophis, which abandons the thought of catastrophe and potentially an impact winter, which could lead to extinction events.

Bonjour Mes Amies, I’m sure you're all in class right now. Sorry I couldn’t make it. I figured I’d post my about my experience last night. first of all that was the best debate I’ve had. I've yet to meet an opponent that I don't like. However, both opponents attacked my financial part...saying i wasn't clear enough. Foxborough pointed out the fact that i never requested a certain amount of money or exactly where i was going tot get it. I guess ill have to be clearer next time. Feehan wasn't as challenging...actually they were more difficult to face than Stang because they didn’t give us much to work with. Their constructives were repetitive and very short. i found it very hard to CX them. I was thinking about setting up general questions for the CX next time. Just so I had SOMETHING! About Lakshmi, oh my god!!!! She was awesome. I'm sure she’s tried of hearing it (cause I’ve been saying it since last night...but truly. its like she's born to debate. She didn't even falter during the CX. When they CX her they tripped her up a few times, but she was great because she never agreed with them. She has great logic and if she had known the plan prior i know she would have done even better. Even with her lack of knowledge about the plan, she is a great partner; she makes works well and thinks of things in a different way. She should join and whoever gets her next year (if she joins) will have a good partner. Overall I feel my own performance was better. I felt less nervous and it seems the practice is helping. there are still some glitches in my plan but at least I’m pretty sure what they are. my biggest problem is with how tired I am by the second round. It can be so draining, those really are the longest minutes in time. But its fun. I’m sad the class is over, and I’ll miss everyone. See you all at the next debate.
